CBP has a requirement for Muon Detection Systems (MDS). The purpose of this requirement is to provide CBP Ports Of Entry (POE) with enhanced inspection capabilities by aiding in the identification of voids containing concealed contraband within conveyances and cargo at land POEs. Muon tomography uses cosmic ray muons to generate three-dimensional images with deeper penetration to image through much thicker material than x-ray based tomography such as CT scanning. It also provides enhanced material discrimination capabilities. Furthermore, MDS is a Passive Imaging System that produces no ionizing radiation, eliminating the requirement for a Radiation Controlled Area (RCA), thus posing no health-risks to CBP operators. CBP intends to acquire one MDS to be installed and operated at the Newark Seaport with the potential for fifteen more at other locations.
